Questions that didn't fit into this piece but that deserve to be covered in the future are: *How* do we measure modal share? What is the feasibility of eco-counters across the city or other means of counting travelers? Who measures modal share? Is it the city, and if so, which department? Or is it an MPO like East-West Gateway? I'd like to study the use of modal share in other places to help guide these questions in St. Louis.
